Thailand is the only South East Asian country to never have been colonized. This is one of the reasons it is such a great country. However, it is also one of the reasons that English proficiency is less developed in Thailand than in its neighbors.

However, it needs to be noted that the level of English proficiency on the film set among Thai crew has improved drastically over the last 15 years. Each and every Thai department head (at least for the freelance crew who normally work with Living Films on international productions) will now definitely be fluent in English. The language skill level reduces from there as we go down the department hierarchy. For example, a DOP or even Camera Operator will speak fluent English, the first AC will also speak pretty good English, and the second AC and video assist operator will know ‘working technical English' only.
